What size generator do I need to run air tools on site?

Size the generator to the compressor, not the tools. Electric compressor motors draw roughly three times their running current on start-up, so a 2.2kW workshop compressor generally needs a 6kVA-plus generator to start reliably — and bigger again if lighting or welders share the supply.
